WPN 00-1 – PROGRAM YEAR 2000 WEATHERIZATION GRANT GUIDANCE 
Effective: November 23, 1999 – Provides grant guidance and management information for the WAP Program Year.
WPN 00-2A – REVISED PROGRAM YEAR 2000 TENTATIVE ALLOCATIONS 
Effective: December 16, 1999 – Provides tentative allocations to the states for their preparation and submission of applications for the 2000 Program Year.
WPN 00-3 – 2000 POVERTY INCOME GUIDELINES AND DEFINITION OF INCOME 
Effective: February 15, 2000 – Provides states with the 2000 Poverty Income Guidelines and Definition of Income.
WPN 00-4 – ESTIMATED 25% STATE COST SHARE REQUIREMENT FOR THE WEATHERIZATION ASSISTANCE PROGRAM FOR PROGRAM YEAR 2001
Effective: March 10, 2000 – To provide estimated figures for the States to begin their planning for the enacted 25% cost share requirement for funding of the WAP beginning with Program Year 2001.
WPN 00-5 – APPROVAL OF REPLACEMENT REFRIGERATORS AND ELECTRIC WATER HEATERS AS ALLOWABLE WEATHERIZATION MEASURES 
Effective: October 6, 2000 – Provides states with the approval to include refrigerator and electric water heater replacements as an allowable measure.

1999

WPN 99-4 – UPDATED WEATHERIZATION ASSISTANCE PROGRAM APPLICATION PACKAGE AND REVISED REPORTING FORMS
Effective: October 16, 1998 – The provisions of this guidance apply to all grantees applying for financial assistance under the WAP.
WPN 99-4A – SUPPLEMENTAL INFORMATION TO THE UPDATED WEATHERIZATION ASSISTANCE PROGRAM APPLICATION PACKAGE AND REVISED REPORTING FORMS 
Effective: December 30, 1998 – To issue supplemental information to the revised application package and reporting requirements for the WAP for use by the states.
WPN 99-7 – WAP ELIGIBILITY CRITERIA 
Effective: August 27, 1999 – To provide States with guidance on the interpretation of certain eligibility criteria.
REVISION- GUIDANCE ON THE INTERPRETATION OF “FEDERAL PUBLIC BENEFITS” UNDER THE WELFARE REFORM LAW (LIHEAP-IM-99-10) 
Dated: June 15, 1999 – Amends advice given to LIHEAP grantees about the definition of “Federal Public Benefits” for non-qualified aliens under the 1996 welfare reform law for HHS programs, as it applies to use of LIHEAP funds for weatherization of multi-unit buildings.
OPTIONAL USE OF DOE WEATHERIZATION RULES FOR LIHEAP FUNDS SPENT ON WEATHERIZATION ACTIVITIES (LIHEAP-IM-99-11) 
Dated: June 15, 1999- Advises LIHEAP grantees that they may use some, all or none of the statutory and regulatory provisions that apply to the Department of Energy’s Low Income Weatherization Assistance Program when spending LIHEAP funds on weatherization activities, provided the grantee administers both programs.

Effective: December 24, 1997 – Distributes the revised application package and reporting requirements for the WAP for use by the states.
GUIDANCE ON THE INTERPRETATION OF “FEDERAL PUBLIC BENEFITS” UNDER THE WELFARE REFORM LAW 
Issued on August 6, 1998 – Advises LIHEAP grantees about decisions made on the definition of “Federal Public Benefits” for non-qualified aliens under the 1996 welfare reform law for HHS programs.
WPN 98-5 – 1998 POVERTY INCOME GUIDELINES AND DEFINITION OF INCOME 
Effective: February 27, 1998 – Provides states with the 1998 Poverty Income Guidelines and Definition of Income.

1997

GUIDANCE ON “FEDERAL MEANS-TESTED PUBLIC BENEFITS” UNDER THE WELFARE REFORM LAW 
Dated: October 28, 1997 – Advises LIHEAP grantees about decisions made on the definition of “Federal Means-Tested Public Benefits” under the 1996 welfare reform law for HHS programs.
WPN 97-6 – APPROVAL OF WET-SPRAY CELLULOSE INSULATION AS AN ALLOWABLE WEATHERIZATION MATERIAL 
Effective: October 22, 1997 – Provide states with information about the approved use of wet-spray cellulose.

1996

WPN 96-4 – SUBGRANTEE CONSOLIDATING/DOWNSIZING 
Effective: January 26, 1996 – Provides guidance to states addressing strategies to consolidate/downsize local weatherization programs as a result of the anticipated substantial funding reductions in the WAP.

WPN 96-5 – REPORTING AND BUDGETING REQUIREMENTS FOR STATES WITH 60/40 WAIVERS 
Effective: January 26, 1996 – Provides simplified budgeting and reporting requirements for those States with waivers.
