The Bipartisan Infrastructure Law (BIL), also known as the Infrastructure Investment and Jobs Act (IIJA) was passed in late 2021. The BIL made a number of historic investments including $3.5 billion in the Weatherization Assistance Program (WAP). The Department of Energy (DOE) oversees BIL funds as well as “regular” formula funds. Initial rounds of BIL funds were disbursed through 5 year grants in 2022 and 2023. BIL funds also support innovation grants including Enhancement and Innovation (E&I) and Sustainable Energy Resources for Consumers (SERC) grants totaling up to $25 million and $70 million, respectively.
