The Housing Programs Technical Services Manager will supervise up to five Technical Monitors and will independently manage human and fiscal resources to ensure successful outcomes for assigned programs and initiatives. This position will be specifically responsible for providing daily supervision to all technical monitoring activities and performance of local agency recipients and providers of the DHCD's housing programs. Other duties include policy support through research, gathering program information, and making recommendations for necessary program modifications and/or improvements.

This position will be responsible for the recommendation of policies, procedures, coordination of service delivery, promotion of program goals and objectives, provision of administration and assistance to weatherization network agencies. Assistance will be provided in developing clear, concise, and accurate program policies, procedures, manuals, forms, and trainings in addition to presenting findings to stakeholders. Other duties include supporting programmatic reports, payment processing review, customer service, grant expenditure reconciliation, and technical assistance in the processing of invoices, fund transfers and payments. The selected individual must be able to engage in periodic overnight travel and a valid Virginia driver's license is required.

Perform on-site analysis/testing of residential dwellings and their mechanical systems to: identify cost-effective measures for reducing energy consumption; accurately estimate the type, quantity, and cost of materials required to effectively weatherize an eligible dwelling unit; and prepare clearly written work orders for contractors according to agency policies and State of New Jersey Weatherization Program rules and requirements.

We are currently seeking an HVAC Training Specialist to join our team. In this role you will be responsible for delivering HVAC related training content in a small classroom/lab setting at our training center; and to visit outside locations to assist other HVAC professionals in solving HVAC related issues in home settings. · Conduct training courses from existing training content to small groups of adult learners utilizing PowerPoint and hands-on training
· Maintain update to date knowledge of existing and new HVAC related technologies
· Have a strong understanding of how to install and problem solve heat pump systems and gas appliances
· Develop/revise objectives, lesson plans, teaching aids and testing methods for training courses
· Provide in-field technical assistance and course follow-up visits for IN-CAA’s training contracts and customers, as identified.

The Job Review Specialist is a highly skilled professional applying their understanding of building science, energy diagnostic and modeling methodologies, energy conservation measures, concepts and practices to ensure effective energy retrofits in single- and multi-family buildings.
This position is responsible for the review and approval of energy audits and studies, energy conservation scope of work, construction specifications, cost review, work progression and payment requests. The Job Review Specialist may be responsible for guiding a project through the stages of the funding process, including initial application, funding request evaluation, selection of a scope of work, construction, and closeout of the project.
The Job Review Specialist must be familiar with building science principles, stay up to date on changing energy codes, and stay informed of ever-changing energy program requirements.
The energy retrofit work may be part of a more comprehensive substantial or moderate rehabilitation effort funded with additional State funds, or be a stand-alone energy retrofit project. Certain new construction projects are eligible for funding. Typical project size will be 1 to 5 units and may involve townhouse, low-rise, mid-rise, or high-rise construction.

This position is responsible for ensuring client applications and requests are completed in a timely manner. Position Duties:
The main purpose of this position: is to provide general support of an administrative and financial nature to employees in CDA Finance and the Division of Development Finance, thereby supporting the goals of CDA and the mission of DHCD as described in MFR documents.
This position provides: assistance to the Single Family Sub-Servicing team, Multifamily Servicing team and Servicing Supervisor with examining, analyzing, and interpreting financial data in CDA's multi-billion mortgage loan portfolios finance with revenue bond proceeds. This position performs reconciliations of single-family bond series, and interprets, analyzes, and translates multifamily loan closing documents to setup new multifamily loan accounts. The incumbent will also assist the Multifamily Accountants in mortgage servicing by performing manual billings, reviewing and monitoring disbursements for real estate taxes, insurance premiums and escrow reserves within the multifamily bond portfolio.

Overview
The mission of the Colorado Energy Office (CEO) is to reduce greenhouse gas emissions and consumer energy costs by advancing clean energy, energy efficiency, and zero emission vehicles to benefit all Coloradans. CEO develops and implements programming to support that mission and achieve outcomes within Colorado’s energy sectors.
The Colorado Weatherization Assistance Program (WAP), as part of CEO, provides energy efficiency and renewable energy retrofits to income-qualified Colorado residents.These retrofits include LED light bulbs, high efficiency furnaces and refrigerators, building shell insulation, and rooftop solar arrays, among others. WAP operates in all 64 Colorado counties and serves Colorado’s diverse population of residents through its local service providers. The Policy Analyst is a new position which will be a key part of the CEO WAP team and will work with service providers, funders, and other stakeholders to help deliver WAP services.

Position Duties:
The Critical Repair Construction Management Officer (CRCMO) is a highly skilled professional that analyzes residential properties, evaluates plans, specifications and contractors’ bids; inspect rehabilitation work. This position also recommends construction draws of project funds; monitors local housing agencies administration of Single-Family Housing (SFH) programs; and provides technical assistance to loan applicants, local governments and contractors on loan programs offered by SFH. In addition, the incumbent will be responsible to identify deviation from the scope of work and acceptable quality in workmanship and materials. The incumbent also works with the Special Loans team to ensure that applicants and contractors understand the program guidelines and that all work is completed within these parameters.
The incumbent is required to have in-depth knowledge of building systems, codes, and regulations relevant to residential construction. Considerable knowledge of the materials, methods, and practices used in various types of construction and of the stages in construction; codes, regulations, and ordinances governing construction, alteration, and repair. Ability to recognize complex conditions likely to result in collapse or failure of facilities and structures under construction. The CRCMO will look for opportunities to impact housing overall energy conservation by identifying eligible services through our weatherization programs.

Position Duties
This position evaluates the work performed by Local Weatherization Agencies and State Weatherization Contractors. Evaluations consist of site visits, desk-top data monitoring and training and technical assistance to network partners. This position may administer CDA specialized programs that may include but not limited to CDA Energy weatherization loans or grants pertaining to single family housing and or multifamily housing, community revitalization or commercial projects.
This position will assist DHCD Single Family Energy Programs’ senior managers achieve the production goals of the funding sources and ensure compliance with program rules and regulations. This employee may also examine, analyze, review and approve proposed contractors, architects, plans and specifications, construction estimates, work scope, environmental investigations and other related analysis on projects selected for multi-family weatherization financing or grants within CDA Energy. This position is also responsible for monitoring the progression of funded projects and may include approving requisitions at varying stages of construction.
The work may require travel throughout the State of Maryland to attend conferences, hearings, meetings, or site inspections.

Core Job Duties:
The Field Inspectors/Trainers will be responsible for conducting technical program monitoring and home inspections to assure compliance with WAP program standards and regulations, write program reports, and provide training and technical assistance on WAP requirements to support the success of local Weatherization agencies and subcontractors. Home inspections include going into homes, attics, crawl spaces and under mobile homes.
The Field Inspectors/Trainers will utilize a WAP computerized residential energy audit and diagnostic tools in conducting inspections and provide training and technical assistance to subgrantees on using the audit and associated tools. This position is required to be Energy Auditor (EA) and Quality Control Inspector (QCI) certified within 6 months of beginning this position.
