The Job Review Specialist must be familiar with building science principles, stay up to date on changing energy codes, and stay informed of ever-changing energy program requirements. The energy retrofit work may be part of a more comprehensive substantial or moderate rehabilitation effort funded with additional State funds, or be a stand-alone energy retrofit project. Position Duties: The Critical Repair Construction Management Officer (CRCMO) is a highly skilled professional that analyzes residential properties, evaluates plans, specifications and contractors’ bids; inspect rehabilitation work. This position also recommends construction draws of project funds; monitors local housing agencies administration of Single-Family Housing (SFH) programs; and provides technical assistance to loan applicants, local governments and contractors on loan programs offered by SFH. In addition, the incumbent will be responsible to identify deviation from the scope of work and acceptable quality in workmanship and materials. The incumbent also works with the Special Loans team to ensure that applicants and contractors understand the program guidelines and that all work is completed within these parameters. The incumbent is required to have in-depth knowledge of building systems, codes, and regulations relevant to residential construction. Considerable knowledge of the materials, methods, and practices used in various types of construction and of the stages in construction; codes, regulations, and ordinances governing construction, alteration, and repair. Ability to recognize complex conditions likely to result in collapse or failure of facilities and structures under construction. Position Duties This position evaluates the work performed by Local Weatherization Agencies and State Weatherization Contractors. Evaluations consist of site visits, desk-top data monitoring and training and technical assistance to network partners. This position may administer CDA specialized programs that may include but not limited to CDA Energy weatherization loans or grants pertaining to single family housing and or multifamily housing, community revitalization or commercial projects. This position will assist DHCD Single Family Energy Programs’ senior managers achieve the production goals of the funding sources and ensure compliance with program rules and regulations.  This employee may also examine, analyze, review and approve proposed contractors, architects, plans and specifications, construction estimates, work scope, environmental investigations and other related analysis on projects selected for multi-family weatherization financing or grants within CDA Energy. This position is also responsible for monitoring the progression of funded projects and may include approving requisitions at varying stages of construction. Home inspections include going into homes, attics, crawl spaces and under mobile homes. The Field Inspectors/Trainers will utilize a WAP computerized residential energy audit and diagnostic tools in conducting inspections and provide training and technical assistance to subgrantees on using the audit and associated tools.  This position is required to be Energy Auditor (EA) and Quality Control Inspector (QCI) certified within 6 months of beginning this position.
