On December 12, 2019, the U.S. Department of Energy (DOE) released WPN 20-1: Program Year 2020 Weatherization Grant Application. This WPN and its two attachments, the 2020 Application Instructions and the 2020 ALRD Document, provide programmatic information to Weatherization Managers to guide the development of an annual Weatherization Assistance Program (WAP) Grantee Plan to ensure that funds are dispersed to weatherization providers in a timely manner.

 

WAP Memoranda 57: Allowable Use of Training Funds for the 2020 NASCSP Mid-Winter Conference

Effective: December 11, 2019- The Department of Energy’s Weatherization Assistance Program (WAP) strongly encourages all Grantee Managers to attend the 2020 National Association for State Community Service Programs (NASCSP) Mid-Winter Conference, scheduled for February 24 – February 28, 2020, in Arlington, VA. The WAP Track of NASCSP’s Mid-Winter Conference will provide a wealth of information, tools, and resources in the general workshops to enhance and improve Grantee administration and implementation of the Program. WAP staff from DOE Headquarters in Washington, DC will provide an Overview of Weatherization, as well as, information to support Application Package submittal, working in the Performance and Accountability for Grants in Energy online system, Training and Technical Assistance, and Energy Audits for New Program Managers during the preconference days.

WAP Memoranda 56: Allowable Use of Training Funds for the National Community Action Partnership’s 2020 Management and Leadership Training Conference

Effective: November 22, 2019- The 2020 National Community Action Partnership’s 2020 Management and Leadership Training Conference (MLTC) will take place January 8-10, 2020. This training conference is targeted to board and staff leaders at Community Action Agencies (CAA).Attendance at this event is considered an allowable use of the training and technical assistance (T&TA) funds by WAP network organizations.

WAP Memoranda 55: Program Year (PY) 2020 Weatherization Assistance Program Grant Extensions

Effective: November 4th, 2019- In an effort to ensure all prior year funds on current grant agreements are expended, the U.S. Department of Energy (DOE) Weatherization and Intergovernmental Program Office, (WIP) through the Weatherization Assistance Program (WAP), advises all Grantees that DOE will be adding an additional budget period and Fiscal Year (FY) 2020 funds to the current award numbers. The existing grants were scheduled for completion at the end of PY 2019. These awards will be extended for one year. This additional budget period will result in a four year grant cycle with award expiration scheduled for 2021.

WAP Memoranda 54: American Customer Satisfaction Index (ACSI) – Subgrantee Survey

Effective: October 25th, 2019- The U.S. Department of Energy’s (DOE) Weatherization Assistance Program (WAP), recently utilized the American Customer Satisfaction Index (ACSI) to survey Subgrantees of the WAP. This survey provided Subgrantees the opportunity to give DOE WAP constructive feedback on various aspects of Grantee program operation and to identify opportunities for improvement. This initiative is intended to provide the WAP network with a mechanism for improving program management and delivering maximum benefits to WAP clients. Process and quality improvements are critical to expanding partnerships with other funding sources.

 

WAP Memoranda 53: Program Year (PY) 2020 Weatherization Assistance Program Draft Grant Application Documents and Guidelines

Effective: October 16th, 2019- In anticipation of the Fiscal Year (FY) 2020 budget, the Department of Energy’s (DOE) Weatherization Assistance Program (WAP) is providing draft grant application documents and guidelines to WAP Grantees to aid in the preliminary stages of development and submission of PY 2020 State Plans. This draft is being made available to give Grantees the opportunity to begin the planning process while DOE undertakes internal actions and reviews necessary for the final Weatherization Program Notice (WPN) release.

For planning purposes, the following is the anticipated timeline for the final release:
-October 15 – WPN 20-1, PY 2020 Application Package, Administrative and Legal Requirements Document (ALRD) is released in draft form via this WAP Memorandum.
-November 30 (tentative release) – Final version of WPN 20-1, PY 2020 Application Package, ALRD, and WPN 20-2 Grantee Allocations

WPN 19-6: U.S. Department of Energy Guidance for Completing Recipients’ Annual Historic Preservation Report

Effective: September 9th, 2019- To provide clarification concerning the content of Grantee responses to each section of the Historic Preservation Report under the Department of Energy (DOE) Weatherization Assistance Program (WAP).

WPN 19-5: Incidental Repair Measure Guidance

Effective: September 6th, 2019- To clarify guidance relating to incidental repair measures (IRM) allowable under WAP, including allowability of window, door, and roof repairs and replacements. This guidance strictly prohibits stand-alone roof replacements, structural repairs, or other non-energy related rehabilitation work. Units requiring this type of repair should be referred to a rehabilitation program or the Subgrantee must use other sources of funding to cover these costs. The IRM category is reserved for repairs that are not part of an Energy Conservation Measure (ECM), but are necessary to protect a newly installed ECM. Weatherization Program Notice (WPN) 19-5 supersedes WPN 12-9 and WPN 12-9 FAQ.

WAP Memorandum 052: American Customer Satisfaction Index (ACSI) – Subgrantee Survey

Effective: June 11, 2019- The U.S. Department of Energy (DOE) Weatherization and Intergovernmental Program Office, (WIP) through the Weatherization Assistance Program (WAP), is requesting feedback from Subgrantees that will help improve the administration of the Program. As in 2017, WAP has chosen to use the American Customer Satisfaction Index (ACSI) for the survey. The tool and survey provides Subgrantees the opportunity to give DOE WAP constructive feedback. In 2017, that feedback enabled DOE to partner with the National Association for State Community Services Programs (NASCSP), to identify and share best practices employed by Grantees that scored highly on the ACSI Subgrantee Survey. WAP Memorandum 051: American Customer Satisfaction Index (ACSI) – Grantee Survey Results

Effective: May 23, 2019- The U.S. Department of Energy’s (DOE) Weatherization Assistance Program (WAP) recently utilized the American Customer Satisfaction Index (ACSI) to survey Grantees of the WAP. This survey provided Grantees the opportunity to give DOE WAP constructive feedback on various aspects of Federal program operations and to identify opportunities for improvement. This initiative is intended to provide the WAP network with a mechanism for improving program management and delivering maximum benefits to WAP clients.

WAP Memorandum 050: Crew Lead and Retrofit Installer/Technician Job Task Analysis and Certification Updates, and Badges Toolkit

Effective: May 20, 2019- This memorandum addresses the 2018 update of the Crew Lead (CL) and Retrofit Installer/Technician (RIT) JTAs, discontinued Department of Energy (DOE) support for the CL and RIT certifications, and the “Badges Toolkit” to provide WAP implementers flexibility in meeting training needs.

WAP Memorandum 049: Allowable Use of Training Funds for 2019 NASCSP Annual Conference

Effective: May 16, 2019- The Department of Energy’s Weatherization Assistance Program (WAP) strongly encourages all Grantee Managers to attend the 2019 National Association for State Community Service Programs (NASCSP) Annual Conference, scheduled for September 23-27, 2019, in Little Rock, Arkansas.

WAP Memorandum 048: SWS Maintenance Process

Effective: April 23, 2019- The Department of Energy (DOE) is suspending the 2018 and 2019 Standard Work Specifications (SWS) Redline documents to streamline the release of the 2020 SWS full update. Over the coming months DOE will review the SWS in its entirety to identify the necessary revisions and updates for the planned August 2020 update. These revisions will be reviewed and adjudicated by the SWS Executive Committee. The finalized SWS will be published September, 2020. Following its release, the SWS will move to the previously planned five-year update cycle reflecting the maturity of the SWS.

WAP Memorandum 047: WAP PY18 Average Cost Per Unit Correction
Effective: February 26, 2019- The U.S. Department of Energy’s (DOE) Weatherization Assistance Program (WAP) intends to provide clarification on the Average Cost Per Unit (ACPU) for Program Year 2018 (PY18) and PY 2019 (PY19). WAP identified an error in the calculation of the ACPU for PY18 based on that year’s Consumer Price Index (CPI).

WAP Memorandum 046: American Customer Satisfaction Index (ACSI)
Effective: February 21, 2019- The U.S. Department of Energy (DOE) Weatherization and Intergovernmental Program Office, (WIP) through the Weatherization Assistance Program (WAP), is requesting feedback from Grantees that will help improve the administration of the Program. As in 2016, WAP has chosen to use the American Customer Satisfaction Index (ACSI) for the survey to provide Grantees the opportunity to give DOE WAP constructive feedback.

WPN 19-4: Revised Energy Audit Approval Procedures, Related Audit and Material Approvals
Effective: January 17, 2019- To provide clarification on energy audit tool (hereafter referred to as “energy audit” or “audit”) approval criteria used by the U.S. Department of Energy (DOE) Weatherization Assistance Program (WAP), specifically; clarifies procedures by which Grantees can submit energy audits and lists of general heat waste reduction measures to DOE for approval every five years pursuant to 10 CFR 440.21(i); clarifies requirements for switching between energy audit tools; clarifies requirements for DOE access to web-based energy auditing tools; establishes requirements for maintenance of software audit tools; and, clarifies requirements to ensure compliance with materials procured under 10 CFR 440.21 (b).

WPN 19-3: 2019 Poverty Income Guidelines and Definition of Income
Effective: February 6, 2019- To provide Grantees with the 2019 Poverty Income Guidelines and Definition of Income for use in the Low-Income Weatherization Assistance Program (WAP).

WAP Memorandum 045: Allowable Use of Training Funds for the 2019 NASCSP Mid-Winter Conference
Effective: January 8, 2019- The Department of Energy’s Weatherization Assistance Program (WAP) strongly encourages all Grantee Managers to attend the 2019 National Association for State Community Service Programs (NASCSP) Mid-Winter Conference, scheduled for February 11 – February 15, 2019, in Arlington, VA.

WPN 19-2: Program Year 2019 Grantee Allocations
Effective: December 18, 2018- To provide Grantee allocations for the preparation and submission of applications for funding of the Weatherization Assistance Program (WAP) for Program Year (PY) 2019.
