ROMA Next Generation is the last piece in a broader national effort to strengthen the performance management culture of the CSBG Network. Thanks in large part to the hard work of the ROMA Next Generation Workgroup, our partners, and colleagues, as well as continued dialogue across the CSBG Network, we are pleased to release ROMA Next Generation!
ROMA Next Generation
- Focuses on integrating information on the people served, services and strategies provided, and outcomes achieved by eligible entities.
- Incorporates organizational standards and state and federal accountability measures to help achieve the full potential of CSBG.
- Represents a system for continuous quality improvement of CSBG services, strategies, and outcomes through the use of data at all levels.
- Creates learning organizations at all levels of the CSBG network.
- Requires attention to the capacity of state and local data systems and support.
- Tools and practices are a substantial overhaul and refinement of existing ROMA tools and practices.
Your review of ROMA Next Generation is crucial as we move forward. NASCSP will hold an initial comment period starting March 3, 2016 to April 1, 2016, followed by the official Office of Management and Budget (OMB) Clearance Process. The ROMA Next Generation Overview Recording provides an introduction to ROMA Next Generation, the clearance process, and what to expect during the Initial comment period. We have posted a ROMA Next Generation Components Guide on our website to serve as a quick reference to all the components of ROMA Next Generation, with information about each document’s intended purpose, expected implementation dates, and links to resources designed to gather feedback and provide context. NASCSP will also be posting discussion guides to help facilitate dialogue and the review of the ROMA Next Generation components for all levels of the network. We developed surveys for each component, which will serve as the primary method for gathering critical feedback and provide a framework for engaging with various components. The surveys include high level overview questions and more detailed questions about data elements and will be posted to our website the week of March 7, 2016.
During this initial comment period, NASCSP will also host a series of live webinars and an interactive session at the NCAF conference to provide information about each component.

NASCSP will make changes to ROMA Next Generation based on the Network’s feedback before ROMA Next Generation is submitted to OCS for the OMB Clearance process. This process will include a 60-day public comment period and a final 30-day comment period before final OMB clearance. Although there will be multiple opportunities for input and comment over the next several months, it is critical to receive comments from the CSBG Network on the ROMA Next Generation proposal as early as possible. Detailed and specific comments are especially critical at the early stages of the comment process to ensure that the cleared documents reflect the consensus of the Network and the strongest tools and indicators possible.
