The Indiana Housing and Community Development Authority seeks to contract a Policy Subject Matter Expert who will aid in the strategic planning, policy formulation, and oversight of low-rise and large multifamily Weatherization (“WX”) projects.

The Weatherization Assistance Program (WAP) Program provides energy conservation measures to reduce the utility bills of low-income Hoosiers across the state. The WAP program offers clients a permanent solution to reducing their energy bills by making their homes more energy efficient. The United States Department of Energy (DOE) allocates funds to IHCDA for distribution to our network of 19 Local Service Providers to perform weatherization work.

*NEW* Requesting Organization: Vermont Department for Children and Families, Office of Economic Opportunity

Through this Request for Grant Applications (RFGA), the Agency of Human Services, Department for Children and Families, Office of Economic Opportunity (hereinafter the “State”) is seeking to launch a Weatherization Training Center (WxTC) to support Vermont’s goals to diversify and grow the weatherization workforce to achieve the State’s goal of weatherizing 120,000 homes by 2030. To achieve this goal, Vermont will need to rapidly grow a qualified workforce while also heeding Vermont’s Guiding Principles for a Just Transition, as established by the State’s Climate Council. OEO seeks qualified applicants interested in operating the WxTC (hereinafter the “Operator”) to respond to this RFGA.

The grant funds are intended to support the initial 2 year phase of activities necessary to launch the WxTC. The activities include finalizing a training plan, applying for IREC accreditation, establishing directories, formalizing partnerships, establishing wrap-around services, marketing and enrollment. In the first year of operation, the Training Center and affiliates will aim to provide training to 500 participants who will earn at least one industry recognized credential and support job placement for more than 70% of new trainees.  At least 40% of trainees will be from underrepresented groups. By the end of the second year, the WxTC will aim to train 1,100 participants earning one or more certifications each, with at least 70% of new trainees placed in employment. At least 40% of trainees will be from underrepresented groups.

Awards arising from this Request for Grant Applications (RFGA) will be issued  to approved eligible applicants beginning October 1, 2024 through June 30, 2026, based on the Applicant’s identified need in the grant proposal and available funding.

Requesting Organization: State of New Hampshire Department of Energy

The New Hampshire Department of Energy seeks the services of (an) experienced technical residential energy efficiency expert(s) to assist the Department with tasks related to the
oversight of the federally funded Bipartisan Infrastructure Law Weatherization Assistance Program (BIL WAP) in New Hampshire. The term of the resulting contract would begin upon approval of a contract by the Governor and Council and end June 30, 2027. The resulting contract has a maximum budget of $220,000. Requesting Organization: North Carolina Department of Environmental Quality

The North Carolina Department of Environmental Quality (NC DEQ), State Energy Office,
Weatherization Assistance Program, (NC WAP) is interested in finding lead weatherization agencies for the 7 single family Weatherization Hubs in different regions of North Carolina. These lead weatherization agencies will participate in a local cooperative between local governments, home repair and community development organizations, aging related agencies, community social services, housing and development agencies, councils of governments, and other nonprofits. Requesting Organization: Texas Department of Housing and Community Affairs

The Texas Department of Housing and Community Affairs’ (TDHCA) Community Affairs Division announces the release of a Request for Applications (RFA) seeking interested qualified organizations to submit an application to administer the Department of Energy Bipartisan Infrastructure Law Weatherization Assistance Program (BILWAP), with a focus on multifamily rental households and shelters, in the state of Texas. TDHCA intends to make an award that will best serve eligible persons through the BILWAP in Texas.

Interested applicants must meet the requirements set forth in the RFA. Application submissions must be complete and will be accepted during an initial application period of April 19, 2024, at 5 p.m. Central Time. Thereafter, applications will be processed according to the instructions set forth in the RFA. Requesting Organization: Georgia Environmental Finance Authority (GEFA)

Overview: The Georgia Environmental Finance Authority (GEFA) is interested in receiving statements of qualifications (SOQ) from firms interested in providing services to assist GEFA, its supported entities, and stakeholders to secure Weatherization Training Services in multiple areas in the State of Georgia, as further described herein. The services of the Consultant shall include comprehensive training services for technical and programmatic aspects of the GEFA weatherization program pursuant to GEFA goals stated herein.

The successful training consultant(s) will work with GEFA, and other appropriate stakeholders and resources, to further determine/develop the full and appropriate scope of the Training Program. Accordingly, the qualifications of the Consultant are of paramount importance. Therefore, this Request for Qualified Contractor (RFQC) is being issued by GEFA in consideration of the stakeholders’ interests, and one or more firms that respond to this RFQC by submitting SOQs may be determined to be especially capable of delivering services and therefore eligible to provide further information and/or pricing and/or discussions with GEFA to provide these services as a Consultant.

Requesting Organization: New Hampshire Department of Energy

Scope of Work (SOW) Overview: The State seeks to acquire, under contract, a cloud-based Software as a Service solution that provides user web portal access and service. The solution must service internal agency staff, clients, and remote partners. The solution must accommodate flat file and non-normalized Sql data importation as a product of this RFP. Each Proposal must present software that can fully support and integrate existing data and deliver the required functionality listed in Appendix B: Business/Technical Requirements and Deliverables.

The system supports the administration of benefit client qualification, program payments, overall program benefits and demographic reporting for 30,000+ beneficiaries. The scope of the program includes federal and State of New Hampshire process changes, reporting, and year to year changes in client benefits or requirements. Reporting conformance for current and past year-over-year activity is of critical importance for tracking operations, budget, and client benefits.

Pennsylvania is searching for service providers to administer it’s Multifamily Weatherization Assistance Program. The goal of this program is to provide a cost-effective approach to lowering operating expenses, maintaining affordability, and creating healthier, more comfortable living environments for low-income families living in buildings with 5 or more units. Interested community action agencies, city government agencies, county government agencies, local housing authorities, local redevelopment authorities, and other public or nonprofit entities are encouraged to apply. The application period will open at 8:00am on Monday, January 22, 2024 and will close at 5:00pm on Thursday, March 21, 2024. Requesting Organization: The Connecticut Department of Energy and Environmental Protection (DEEP)

Submission Deadline: October 3, 2023 at 4pm

RFP Purpose: DEEP will use the results of this RFP to select one or more qualified technical service providers for the CT WAP. The service provider(s) will be selected through the process required by state and federal laws, regulations, and procurement practices. Technical Service Providers may be individuals, entities, or firms that meet the technical qualifications specified in this procurement.

DEEP intends to select the most qualified Technical Service Provider(s) for CT WAP for an initial term of three years,  with the option to extend the contract(s) for additional Program Years commensurate with exemplary service as determined through periodic service evaluations. Funding for all awards and future annual budget periods after year one is contingent upon the availability of funds appropriated by Congress for the purpose of this program and DEEP’s budget authority. Requesting Organization: Interstate Renewable Energy Council (IREC)

Submission Deadline: March 15, 2023. We aim to select a developer by 3/30/2023 and would like the project to kick-off as soon as possible with a vendor prepared to start work 4/1/2023. The new site is due to be fully functional for pilot launch in 3 states by October 2023.

Description: This project is focused on recruiting a new generation of WAP workers, including women, opportunity youth, minorities, and other underrepresented groups through the development of an online career exploration platform. The platform will be an engaging experience, wherein potential employees can learn more about WAP careers and access messaging depending on their intentions or interest. The engagement platform provides an “end-to-end” digital architecture to deliver engaging content to: help recruit and nurture new and diverse participants, and crosswalk existing participant interests, knowledge, skills, and abilities with WAP on-ramps.
