2017 Program Guidance Documents
Effective: December 5, 2017 – The Department of Energy (DOE) implemented the Weatherization Assistance Program (WAP) Field Guide requirement, per Weatherization Program Notice (WPN) 14-4, sections 1 and 2 in 2014. This part of the Quality Work Plan addresses aligning the work done throughout WAP with the Standard Work Specifications (SWS).
Effective: December 5, 2017 -The Department of Energy’s Weatherization Assistance Program (WAP) strongly encourages all Grantee Managers to attend the 2018 National Association for State Community Service Programs (NASCSP) Mid-Winter Conference.
Effective: October 26, 2017 -The Department of Energy’s (DOE) Weatherization Assistance Program (WAP) is sharing draft grant guidance documents with WAP Grantees to aid Grantees in development and submission of PY 2018 state plans. This is a draft for planning purposes only and is provided as a tool to engage your subgrantees in the development of your 2018 plan.
Effective: October 13, 2017- To provide revised Grantee allocations for the preparation and submission of applications for funding of the Weatherization Assistance Program (WAP) for Program Year (PY) 2017.
Effective: August 9, 2017- To clarify, update and provide additional information related to the implementation and installation of health and safety (H&S) measures as part of the Department of Energy (DOE) Weatherization Assistance Program (WAP). This guidance also provides required components for Grantees to include in their Health and Safety Plans.
Effective: July 27, 2017- To provide Grantees with guidance on property acquisitions, including purchasing vehicles and equipment, for use in the WAP. This Weatherization Program Notice (WPN) supersedes WPN 13-4, Property Acquired under the Weatherization Assistance Program and WPN 13-7, Vehicle and Equipment Purchases.

Effective: July 27, 2017- To issue guidance to Grantees for closeout of grants funded under the Department of Energy’s (DOE) Weatherization Assistance Program (WAP).

Effective: June 15, 2017- To provide revised Grantee allocations for the preparation and submission of applications for funding of the Weatherization Assistance Program (WAP) for Program Year (PY) 2017.
Effective: June 5, 2017- This Guidance serves to transmit updated information to the Weatherization Assistance Program (WAP) network for determining the eligibility of residential multifamily buildings associated with the U.S. Department of Housing and Urban Development (HUD).

Effective: May 9, 2017- The Department of Energy’s Weatherization Assistance Program (WAP) strongly encourages all Grantee Managers to attend the 2017 National Association for State Community Service Programs (NASCSP) Annual Conference, scheduled for September 20-22, 2017, at the Beau Rivage Hotel, in Biloxi, MS.
Effective: April; 18, 2017- The U.S. Department of Energy’s (DOE) Weatherization Assistance Program (WAP), recently utilized the American Customer Satisfaction Index (ACSI) to survey Subgrantees of the WAP. This survey provided Subgrantees the opportunity to give DOE WAP constructive feedback on various aspects of Grantee program operation and to identify opportunities for improvement. This initiative is intended to provide the WAP network with a mechanism for improving program management and delivering maximum benefits to WAP clients. Process and quality improvements are critical to expanding partnerships with other funding sources.
Effective: April 5, 2017- To provide Grantees with the 2017 Poverty Income Guidelines and Definition of Income for use in the Low-Income Weatherization Assistance Program (WAP).
Effective: January 17, 2017 -To help facilitate the integration of solar PV across the WAP network, the Department of Energy (DOE) will provide communication and technical assistance that clarifies the process for approval of the use of WAP funding for solar photovoltaics (PV) and outlines the regulatory requirements that must be met when incorporating the technology or other renewable systems.
Effective: January 9, 2017-The U.S. Department of Energy (DOE) Weatherization and Intergovernmental Program Office (WIP), through the Weatherization Assistance Program (WAP), is requesting feedback from Subgrantees that will help improve the administration of the Program. WAP has chosen to use the American Customer Satisfaction Index (ACSI) for the survey.

Effective: January 6, 2017- The Department of Energy’s (DOE) Weatherization Assistance Program (WAP) strongly encourages Grantees and Subgrantees of the Program to participate in network training opportunities.
Effective: December 20, 2016- To issue grant guidance and management information for the Weatherization Assistance Program (Weatherization or WAP) for Program Year (PY) 2017 based on the following documents:

– To be used by all States, Territories, and Native American Tribes (and locals, if applicable) as supplemental information when applying for direct grants under the Weatherization Assistance Program for Low-Income Persons.
