WAP Memorandum 014 Feedback on Draft Multifamily and Rental WPNs: (November 23, 2015)
DOE is requesting feedback on the the draft Multifamily WPNs and FAQs as well as the draft Rental WPNs and FAQs by Dec. 11, 2015.


WAP Memorandum 013 – Updated OSHA Requirements for Confined Spaces
 (August 31, 2015)
Standard (29 CFR 1926 Subpart AA) took effect August 3, 2015. OSHA has issued a 60 day extension to the enforcement of this rule via a memorandum titled “Temporary Enforcement Policy for Construction Work in Confined Spaces”, which moves the effective enforcement date to October 2, 2015.


WAP Memorandum 011 – Clarification on Fuel Switching
 (May 6, 2015)
As the WAP continually develops skilled and technically proficient program personnel at the state and local levels, the DOE has decided to revise its current policy related to fuel switching in eligible homes served by the Program. WAP Grantees are now provided two options regarding the decision-making process for fuel switching to occur, detailed in WAP Memo 011.

WAP Memorandum 15-10 Quality Management Plan – Record Keeping and Reporting (April 8, 2015)
10 CFR 440.24 requires Grantees and Subgrantees administering the Weatherization Assistance Program (WAP) keep records as the Department of Energy (DOE) shall require. WAP Memorandum 15-10 Quality Management Plan addresses record keeping and reporting. The attached draft Client File Checklist identifies elements anticipated to be in a “complete” WAP client file. The specific contents and how the information is organized can still vary by Grantee.

WPN 15-3 2015 POVERTY INCOME GUIDELINES AND DEFINITION OF INCOME
Effective: February 19, 2015 – To provide Grantees with the 2015 Poverty Income Guidelines and Definition of Income for use in the Low-Income Weatherization Assistance Program (WAP).

WPN 15-4 QUALITY WORK PLAN REQUIREMENT UPDATE
Effective: October 21, 2014 – This guidance provides updates to WPN 14-4 issued December 2, 2013. This guidance supersedes 14-4 and describes requirements to support and verify quality work in the Department of Energy’s (DOE) Weatherization Assistance Program (WAP). It defines what constitutes a quality installation of weatherization measures, outlines how those measures are inspected and validated, and prescribes acceptable training and credentialing of workers.

2014

WAP Memorandum Process Implementation

July 18, 2014 – DOE is instituting a WAP Memorandum process to effectively communicate in a uniform fashion with the greatest efficiency. Beginning with this WAP Memorandum 001, DOE will distribute memorandums through DOE Project Officers to Grantees to make announcements, highlight Program elements, and/or provide reminders about guidance pieces that are currently in effect.

WPN 13-3 2013 POVERTY INCOME GUIDELINES AND DEFINITION OF INCOME
 Effective: March 15, 2013 – To provide States with the 2013 Poverty Income Guidelines and Definition of Income for use in the Low-Income Weatherization Assistance Program (WAP).

WPN 13-4 PROPERTY ACQUIRED UNDER THE WEATHERIZATION ASSISTANCE PROGRAM (WAP) Effective: October 11, 2012 – This guidance serves to clarify the regulatory obligations that apply to property acquired under the WAP Formula and Recovery Act grants and does not apply to Federally-owned property.

WPN 13-5 REVISED ENERGY AUDIT APPROVAL PROCEDURES AND OTHER RELATED AUDIT ISSUES

Effective: September 23, 2013 – To establish energy audit approval criteria used by the U.S. Department of Energy (DOE) to determine compliance with rule 10 CFR Part 440; to establish procedures by which Grantees can submit energy audits and lists of general heat waste reduction measures to DOE for approval every five years pursuant to 10 CFR Part 440.21(i), to establish requirements for switching energy audit tools; and to establish requirements for DOE access to web-based energy auditing tools.

WPN 13-7 VEHICLE AND EQUIPMENT PURCHASES

Effective: September 24, 2013 – To provide Grantees with guidance on purchasing vehicles and equipment for use in the Weatherization Assistance Program (WAP). This Weatherization Program Notice (WPN) supersedes Section “5.15 Vehicle and Equipment Purchases” in WPN 12-1.

WPN 12-5 UPDATED WEATHERIZATION ASSISTANCE PROGRAM MONITORING GUIDANCE
Effective: December 1, 2011 – To issue the updated monitoring policy and procedures for the Weatherization Assistance Program (WAP or Program), for both annual Appropriated awards and for the Recovery Act awards, which includes the Sustainable Energy Resources for Consumers (SERC) Awards. This updated Guidance excludes the Weatherization Innovative Pilot Program (WIPP) and Weatherization Training Centers (WTC).

WPN 11-06 HEALTH AND SAFETY GUIDANCE
Effective: January 12, 2011 – To update and provide clarification and additional information related to the implementation and installation of health and safety measures as part of the Department of Energy (DOE) Weatherization Assistance Program (WAP). This guidance also provides recommendations to Grantees as they develop their Health and Safety Plans and procedures. This Program Notice replaces Weatherization Program Notice 02-5 and related guidance, and in conjunction with other referenced guidance materials should be used when making decisions on how to address health and safety issues while conducting weatherization work.

WPN 11-06 A SUPPLEMENTAL HEALTH AND SAFETY GUIDANCE
