FY 2020 Senate Labor-HHS Appropriations Bill Released

Today the Senate Labor-HHS Appropriations Subcommittee released the text of its FY 2020 appropriations bill. The Labor-HHS bill contains the funding numbers for the Community Services Block Grant (CSBG), the Low-Income Home Energy Assistance Program (LIHEAP), Head Start, and several other human services programs. CSBG- The Committee recommends $700 million for CSBG in FY 2020. This is significantly lower than the $760 million that the House recommended earlier this summer. It is also less than the FY 2019 enacted level of $725 million for CSBG. The Labor-HHS bill also contains report language recognizing the important role of Community Action Agencies in fighting the opioid epidemic; however, the bill does not provide additional funding to support these activities. The CSBG language can be found on page 177 of the bill . LIHEAP- This bill recommends $3.69 billion for LIHEAP in FY 2020, which is the same as the FY 2019 enacted level. This level is about $150 million less than the House recommended for FY 2020. The LIHEAP language can be found on page 166 of the bill . Head Start- This bill recommends an increase of $50 million over FY 2019 for Head Start. Head Start language can be found on page 172 of the bill .
