2020 House CSBG and LIHEAP Appropriations Bill Available

The House Labor-HHS Appropriations subcommittee has released its FY 2020 appropriations bill which contains increased funding amounts for both the Community Services Block Grant (CSBG) and the Low-Income Home Energy Assistance Program (LIHEAP). The funding numbers for the Weatherization Assistance Program (WAP) will be released by the House Energy and Water Appropriations subcommittee in the coming weeks.

CSBG- The House bill set CSBG funding at $760 million for FY 2020. This is an increase of about $35 million over FY 2019. See more from subcommittee Chairwoman Rosa DeLauro here.

LIHEAP- The House bill set LIHEAP at $3.84 billion, an increase of about $150 million over FY 2019. Additionally, the appropriations bill contains language that adds funds to the "Tier One" formula and a "hold harmless" provision which will ensure that no individual state receives a decrease. The House bill is an initial step in the funding process. The Senate Appropriations subcommittees will release their bills later in the summer. As always, Congress will have to reconcile the differences between the House and Senate amounts and come to a final FY 2020 appropriations level for these programs.
