After a review of federal regulations and guidance that govern technical and programmatic monitoring, participants will discuss the purpose of monitoring and why it is important.

How will you use your risk assessment results to structure your annual monitoring activities? What activities will you include in programmatic and technical monitoring and how will you decide when to schedule the visits? After hearing from several states, participants will discuss opportunities for improving the efficiency of monitoring activities.

There is a direct correlation between good monitoring practices and application of federal regulations. Discuss this relationship and how to align your Field Guide, and technical policies and procedures with federal regulations.

This session will look at the importance of financial monitoring – how deep into subgrantee financials should state monitors dig? Participants will gain knowledge on recognizing financial strengths and red flags.

How can you tell if an energy audit is done well? We'll start out with important spot checks that indicate whether the audit is reasonable and then drill down into the details you'll want to look at, and the order in which you'll proceed to minimize the time and maximize the effectiveness of your review. Participants will learn how to analyze an energy audit for comprehensive and accurate data entry.

The CSBG Act requires States to conduct a full on-site review of each CSBG eligible entity at least once every three years. CSBG entities have a variety of funding sources. Do you have questions on how to conduct an informed fiscal monitoring review of a CSBG eligible entity? What documentation should be reviewed to prepare for an informed monitoring visit? Should you only monitor CSBG or all agency funding sources? This session will provide information on how to effectively monitor and assess the health of a CSBG eligible entity.

Community Needs Assessments are a requirement for all CSBG-eligible entities. But how do you know that a needs assessment is complete? How do you assess that the assessment meets all requirements? Utilizing the Checklist for Monitoring Community Needs Assessments, we will review the required elements of a Community Needs Assessment, best practices, and how to support agencies to move beyond compliance.

Do you have questions on what elements are required in a Technical Assistance Plan (TAP)? When should a state office develop a TAP? Hear from your peers as they provide insight on what is the appropriate stage in working with an eligible entity to develop a TAP and how to monitor the progress.

Organizational Standard 9.3 states that a local agency must present an analysis of their outcomes and any operational or strategic program improvements to its governing board. In other words, agencies must not only report their data in the CSBG Annual Report, but also analyze it to make strategic decisions for the next year as part of the Performance Management Framework. What are some ways State Offices are monitoring for compliance on this standard? How are State Offices supporting and training their agencies in using the Annual Report data once it’s been submitted?

Strategic plans, needs assessments, organizational standards, monitoring, community action plans, board governance, theories of change—How do all of these elements and requirements come together? Utilizing the ROMA Performance Management Framework, we will review how state offices can connect the dots and fully integrate ROMA practices to improve operations and outcomes at all levels of the network.

Hear from your peer states about their approach to monitoring the Organizational Standards. In this session you’ll learn several approaches, best practices, and lessons learned from monitoring the Organizational Standards from across the country.

Using the data collected over the last three years since implementation of the Organizational Standards, we will review the most commonly missed standards and associated T&TA resources that can help agencies increase their compliance. Best practices from the state perspective will also be shared from your peer states.

The Healthy Homes Evaluator (HHE) training and credentialing is open to anyone who holds a BA, EA, QCI or MFBA certification. DOE T&TA funds may be used to obtain the credential. This session will describe the HHE credential, how it can benefit WAP workers and potential opportunities for states and sub-grantees.

Grantee Managers will share lessons learned in undertaking the process of bidding out WAP Subgrantee service territories. Topics will include how best to determine service territories, how often Subgrantee service territories should be bid out, and a chronology of required steps in the process.

Results of the 2019 ACSI Subgrantee survey will be shared, with comparisons to the 2017 results. A panel discussion with Grantee WAP Managers will follow.

Grantee managers and technical experts will share tips for adopting policies and practices that have the potential to simplify implementation and increase savings for the client. Colorado's Weatherization Assistance Program began regularly installing rooftop solar in 2017. For the past two-plus years, we've been learning how to best incorporate rooftop solar into WAP. This presentation will discuss our failures, successes, and lessons learned during that time, along with our plans for the future of rooftop solar in WAP.

When working with an agency in-crisis, how does a state know when it is time to move towards de-designation? States will review the actions taken to assist a struggling entity and identify how the final decision was reached to de-designate. Come learn from your peers how to navigate through IM 116 and the CSBG Act when de-designating an eligible entity.
