WAP Memorandum 021: DOE Sponsorship of the 2017 HPC National Home Performance Conference and Trade Show
Effective: December 6, 2016- DOE is sponsoring this event in lieu of hosting a National Weatherization Training Conference. The national conference, featuring the nation’s top experts in home performance and weatherization will take place March 19-22, 2017, in Nashville, Tennessee.

WAP Memorandum 020: Clarification on DOE Evaluation Studies vs. Independent Studies
Effective: December 6, 2016- The U.S. Department of Energy has advised some grantees and subgrantees are receiving calls from individuals identifying themselves as researchers working on a project related to the Weatherization Assistance Program (WAP).

WAP Memorandum 019: American Customer Satisfaction Index (ACSI)
Effective: October 17, 2016- The U.S. Department of Energy (DOE) Weatherization and Intergovernmental Program Office, (WIP) through the Weatherization Assistance Program (WAP), is requesting feedback from Grantees that will help improve the administration of the Program. WAP has chosen to use the American Customer Satisfaction Index (ACSI) for the survey. The tool and survey provides the Grantees the opportunity to give DOE WAP constructive feedback.

Effective: October 14, 2016- The U.S. Department of Energy (DOE) Weatherization and Intergovernmental Program Office, (WIP) through the Weatherization Assistance Program (WAP), reminds all Grantees that when new grant awards are issued in Program Year 2017, Grantees will not be able to carryover funds from previous awards.
Effective: July 29, 2016- This memorandum serves as an opportunity for WAP Grantees to review and provide comment on a draft Health and Safety Weatherization Program Notice (WPN) developed by the Department of Energy (DOE).
Effective: July 19, 2016- To establish energy audit approval criteria used by the U.S. Department of Energy (DOE) to determine compliance with rule 10 CFR Part 440; to establish procedures by which Grantees can submit energy audits and lists of general heat waste reduction measures to DOE for approval every five years pursuant to 10 CFR Part 440.21(i); to establish requirements for switching energy audit tools; and, to establish requirements for DOE access to web-based energy auditing tools.

WPN 16-7 Approved Weatherization Materials With Specifications

Effective: June 3, 2016- The U.S. Department of Energy (DOE) is streamlining and consolidating active Weatherization Assistance Program (WAP) Guidance documents in order ease the burden on Grantees in implementing the WAP.

WAP Memorandum 016: Multifamily Housing- HUD Lists

Effective: May 31, 2016 – To transmit updated information to the WAP network on current buildings identified by the U.S. Department of Housing and Urban Development (HUD)

WPN 16-6 WEATHERIZATION OF RENTAL UNITSFAQs
Effective: May 5, 2016 – Applicable to single family and multifamily dwellings.

WPN 16-5 MULTIFAMILY WEATHERIZATIONFAQs
Effective: May 5, 2016 – To provide Grantees with consolidated guidance on previously issued Weatherization Program Notices (WPNs) on weatherizing multifamily buildings in the Weatherization Assistance Program (WAP).


WPN 16-3 POVERTY INCOME GUIDELINES AND DEFINITION OF INCOME

Effective: February 10, 2016 – To provide Grantee guidance on Poverty Income Guidelines and Definition of Income.

WPN 16-2A PROGRAM YEAR 2016 GRANTEE ALLOCATIONS – REVISED
Effective: January 8, 2016 – To provide revised Grantee allocations for the preparation and submission of applications for funding of the Weatherization Assistance Program (WAP) for Program Year (PY) 2016.

WAP Memorandum 015 – Weatherization Financial Toolkit – 2 CFR 200 Regulations and Procurement Procedures (January 6, 2016)
This Memorandum serves to update and supersede the Financial Toolkit, previously issued in Weatherization Program Notice (WPN) 12-4, Weatherization Assistance Program Financial Management Training Toolkit dated December 9, 2011, and the Procurement Toolkit previously issued in WPN 10-3, Procurement Toolkit CD, dated October 30, 2009.

WPN 16-1 PROGRAM YEAR 2016 WEATHERIZATION GRANT GUIDANCE
Effective: December 31, 2015 – To issue grant guidance and management information for the Weatherization Assistance Program (Weatherization or WAP) for Program Year (PY) 2016 based on the following documents:

  • Attachment 1: Administrative and Legal Requirements Document (ALRD)
  • Attachment 2: Application Instructions, to be used by all States, Territories, and Native American Tribes (and locals, if applicable) as supplemental information when applying for direct grants under the Weatherization Assistance Program for Low-Income Persons.

WPN 16-2 PROGRAM YEAR 2016 GRANTEE ALLOCATIONS

Effective: December 17, 2015 – To issue updated monitoring policy and procedures for the Weatherization Assistance Program (WAP or Program).
