The Federal Budget was passed by both chambers of Congress last week and signed by President Biden on Friday, narrowly avoiding a government shut down.

Regular CSBG Funding (p.1032-1034):

• $770 million, this is an increase of $15 million over FY22 funding.

• Use of 200% FPL remains allowable: for services furnished under the CSBG Act with funds made available for such purpose in this fiscal year and in fiscal year 2022, States may apply the last sentence of section 673(2) of the CSBG Act by substituting ‘‘200 percent’’ for ‘‘125 percent.’’ *NASCSP will be reaching out to OCS to find out more about use of 200% FPL for 2023-2024 carryover funds.*

Additional funding related to the consequences of Hurricanes Fiona and Ian (p. 1903-1905):

• $25 million "shall be for payments to States, territories, and tribes authorized under the CSBG Act, with such funds allocated based on assessed need."

• Use of 200% FPL remains allowable: "services furnished under the CSBG Act with funds appropriated under this heading in this Act, a State, territory, or tribe that receives a supplemental grant award may apply the last sentence of section 673(2) of the CSBG Act by substituting ‘‘200 percent’’ for ‘‘125 percent.’’

WAP Funding:

• Program - $326 million, this is an increase of $13 million over FY22 funding.

• TTA - $10 million, this is an increase of $4 million over FY22 funding.

• Readiness - $30 million, this is increase of $15 million over FY22 funding.

The WAP Improvements Act is not included in this appropriations bill. We will continue to advocate for it and look forward to working with our legislative committee on it.

Related areas of note:

• $227 million for competitive grants to preserve and revitalize manufactured housing and eligible manufactured housing communities. Intended to benefit low- and moderate- income households and includes "resiliency activities," which means "reconstruction, repair, or replacement of manufactured housing and manufactured housing communities to protect the health and safety of manufactured housing residents and to address weatherization and energy efficiency needs."

• Healthy Homes Initiative, $5 million "shall be for the implementation of projects in up to five communities that are served by both the Healthy Homes Initiative and the Department of Energy weatherization programs to demonstrate whether the coordination of Healthy Homes remediation activities with weatherization activities achieves cost savings and better outcomes in improving the safety and quality of homes."
