Red Feather Development Group is hiring a Program Manager for the Healthy Home Energy and Safety Improvement (HHESI) Program to oversee home repair, energy efficiency, and safety improvement projects across the Navajo and Hopi Nations. This full-time position leads program implementation, contractor procurement and oversight, project tracking, compliance with federal regulations (including 2 CFR 200), reporting, budget monitoring, and audit readiness. The Program Manager also supervises staff and coordinates with tribal partners, homeowners, and community stakeholders. The role is primarily office-based in Flagstaff, Arizona, with periodic travel to the Navajo and Hopi Nations.
Candidates should have a bachelor’s degree and at least five years of experience managing construction projects, federally funded programs, or work in similarly regulated environments, along with supervisory experience. Preferred qualifications include experience with federal compliance, housing or energy efficiency programs, audits, and work with tribal or Indigenous communities. The salary range is $58,000–$70,000 per year, with benefits including a health insurance stipend, paid leave, matching 401(k), wellness and education stipends, and flexible work hours.
