Weatherization Program Notice (WPN) 20-4: Weatherization Assistance Program Monitoring Procedures
Effective: January 22, 2020- DOE has issued updated monitoring policy and procedures for the Weatherization Assistance Program (WAP). This Weatherization Program Notice (WPN) describes the revisions to current WAP monitoring procedures and provides additional information and resources for Grantees to strengthen and enhance their weatherization monitoring plans. The provisions of this WPN apply to all WAP Grantees applying for financial assistance under the Department of Energy’s (DOE) WAP. This Notice supersedes WPN 16-4.

Effective: January 22, 2020- Page 12 of WPN 20-1 contains a table that lists the active WPNs which address specific policy areas that must be adhered to by all Grantees and Subgrantees operating weatherization programs using DOE funds. Upon issuance of WPN 20-1, DOE became aware that WPN 11-3, Policy Regarding the Use of DOE Program Funds to Pay for Call-Back/Add-On Work After Reported to DOE As A Completed Unit, issued on December 15, 2010, was inadvertently omitted from the table.
Effective: January 9, 2020- The Department of Energy’s (DOE) Weatherization Assistance Program (WAP) strongly encourages Grantees and Subgrantees of the Program to participate in network training opportunities. Historically, DOE hosted a National Weatherization Training Conference biannually, to offer ‘hands-on’ training and classroom training to WAP providers. Since 2017, DOE has partnered with other national organizations to satisfy this demand.
