This position serves in the WAP. The WAP is responsible for the day-to-day management of the North Carolina Weatherization Assistance Program and the companion Heating Air Repair and Replacement Program (HARRP). Both programs are federally funded and provide funds to twenty local subgrantees who deliver services in all counties of the state. The local subgrantees are primarily local private nonprofit agencies that carry out activities to reduce energy costs and improve the health and safety of low-income families through the installation of insulation and other air infiltration and leakage prevention and energy-saving measures. The major activity of this position is managing assigned subgrantees for program compliance: conducting desktop and on-site monitoring visits, providing training and technical assistance, preparing assessment reports, assessing neat/mhea energy audits, reviewing monthly financials, maintaining equipment lists/fair market price lists, and reviewing/approving annual applications for funding/subcontractor agreements. Quality Control Inspector Certification (QCI) is required at hire or within eleven (11) months of hire.
