Full-Time Equivalent (FTE) level of System Administration support services for the Hancock Energy Software Program

Vermont’s Home Weatherization Assistance Program has issued an RFP seeking a Full-Time Equivalent (FTE) level of System Administration support services for the Hancock Energy Software Program.  Note that we are seeking a program person(s) that will act as the statewide expert in the effective use of the Hancock Energy Software.   We are not seeking an IT person(s) to write software code.  The contractor will be responsible for the deliverables listed below in the Statement of Work.

Statement of Work:

Participate in software redesign planning meetings and communications with State and Hancock Energy Software (HES)

Perform comprehensive functionality testing of each new iteration of the HES program on behalf of the State of Vermont.  Functionality testing includes:

Test new and redesigned portions of the HES user interface to ensure proper functionality prior to implementing the changes statewide

Test to see if the introduction of new/redesigned HES modules have unintentionally changed the functionality in other areas of the software program

Note that this functionality testing is done from the perspective of the end-user of the software program and is performed through the user-interface.  The person(s) performing this work does not have access to the software code nor is the person(s) performing this functionality testing work expected to write software code.

Produce instructions that demonstrate how to use the HES program correctly.  This includes:

Create written guidance

Produce video tutorials

Act as the primary HES technical assistance and training provider for staff throughout the statewide weatherization network

Jointly develop a quality assurance testing protocol with State

Perform the quality assurance testing protocol on a defined schedule

Jointly plan for the automated production of Energy Labels for weatherized households with State and other stakeholders

Act as the primary point of contact with the software companies/applications that enable the production of Energy Labels for households that receive weatherization services

Perform functionality testing and periodic quality assurance testing of the software/applications that get used to generate Energy Labels for households that receive weatherization services
