WAP Memorandum 044: 2019 National Home Performance Conference Registration Discount for WAP Providers
Effective: November 6, 2018- The Department of Energy’s (DOE) Weatherization Assistance Program (WAP) strongly encourages Grantees and Subgrantees of the Program to participate in network training opportunities. Grantees often budget to participate in DOE’s training conference and/or similar training conferences in their State Plan. This year Grantees and Subgrantees are encouraged to utilize those funds to attend the 2019 HPC National Home Performance Conference and Trade Show. Please note that costs related to attending either Conference are allowable as a WAP Training and Technical assistance expense (T&TA).

WAP Memorandum 043: PY 2019 Weatherization Assistance Program Draft Grant Guidance
Effective: September 25, 2018- In anticipation of the FY19 budget, the Department of Energy’s (DOE) Weatherization Assistance Program (WAP) is providing draft grant guidance documents to WAP Grantees to aid in the preliminary stages of development and submission of PY 2019 State Plans. This draft is being made available to give Grantees the opportunity to begin the planning process while DOE undertakes internal actions and reviews necessary for the final Grant Guidance release.

WAP Memorandum 042: Allowable Use of Training Funds for 2019 National Home Performance Conference
Effective: September 11, 2018- The Department of Energy’s (DOE) Weatherization Assistance Program (WAP) strongly encourages Grantees and Subgrantees of the Program to participate in network training opportunities. Historically, DOE hosted a National Weatherization Training Conference biannually, to offer ‘hands-on’ training and classroom training to WAP providers. Since 2017, DOE has partnered with other national organizations to satisfy this demand.

WAP Memorandum 041: Weatherization Assistance Program GovDelivery Distribution List
Effective: August 27, 2018- The Department of Energy’s (DOE) Weatherization Assistance Program (WAP) is excited to announce the opportunity for the WAP network at all levels to be able to receive notifications when new Weatherization Program Notices (WPN), Memorandums, and/or Training Resources are uploaded to the Office of Energy Efficiency and Renewable Energy (EERE) website.

WAP Memorandum 040: Allowable Use of Training Funds for the National Community Action Partnership’s 2018 Annual Convention 
Effective: July 11, 2018- The 2018 National Community Action Partnership’s (NCAP) 2018 Annual Convention is being held August 28-31, 2018, at the Sheraton Denver Downtown in Denver, Colorado. NCAP’s Annual Convention is the largest gathering of regional, state, and local Community Action Agencies in the United States, drawing more than 1,000 attendees each year. Attendance at this event is considered an allowable use of the training and technical assistance (T&TA) funds by Weatherization Assistance Program (WAP) network organizations.

WAP Memorandum 039: Update to Field Guide Expiration Reminder for WAP Grantees, New Variance Request Samples
Effective: June 26, 2018 – DOE issued WAP Memorandum 032 on March 5, 2018, to remind WAP Grantees of upcoming Field Guide expiration dates and provide a link to the electronic form for Grantees to use when submitting variance requests. This Memorandum updates the list of suggested variances and provides additional resources for submitting variance requests.

WAP Memorandum 038: Solution Summit Results
Effective: June 14, 2018 – As part of our commitment to continuous improvement of the Weatherization Assistance Program (WAP), the Department of Energy (DOE) authorized the National Renewable Energy Laboratory (NREL) to host a series of collaborative meetings, called Solution Summits. These meetings were designed to bring together WAP professionals from diverse backgrounds and varying levels of experience to discuss the delivery of weatherization services.

WAP Memorandum 037: NASCSP Annual Conference
Effective: June 7, 2018 – This memorandum strongly encourages all Grantee Managers to attend the 2018 National Association for State Community Service Programs (NASCSP) Annual
Conference, scheduled for September 19-21, 2018, in Bellevue, Washington.

WAP Memorandum 036: Energy Auditor and Quality Control Inspector Scheme Updates
Effective: May 16, 2018 – This memorandum addresses the 2018 update of the QCI and Energy Auditor (EA) certification schemes and how that will affect weatherization personnel.

WAP Memorandum 035: Weatherization Leveraging
Effective: May 10, 2018 – This Memorandum serves to update and clarify information contained in Weatherization Program Notice (WPN) 16-5, Weatherization Assistance Program Multifamily Weatherization, effective date May 5, 2016, and how leveraged funds and buy down funds are treated in operating a local program.

WPN 18-2: Program Year 2018 Grantee Allocations
Effective: March 30, 2018 – Purpose- To provide Grantee allocations for the preparation and submission of applications for funding of the Weatherization Assistance Program (WAP) for Program Year (PY) 2018.

WAP Memorandum 034: Clarification of WPN 15-4; Definitions of Comprehensive Training (Tier 1) and Specific Training (Tier 2)
Effective: April 5, 2018 – This Memorandum clarifies training plan requirements of WAP Grantees and better defines Tier 1 and Tier 2 trainings, including the introduction of new terminology to avoid confusion in the future.

WAP Memorandum 033: Program Year Changes for WAP Grantees with October 1st as Current Start Date
Effective: March 27, 2018 – Weatherization Assistance Program (WAP) Grantees who currently operate Weatherization Programs that begin with October 1 as the first day of a new Program Year (PY) must adjust the PY start date to either April 1 or July 1, beginning with PY 2019.

WAP Memorandum 032: Update to Field Guide Expiration Reminder for WAP Grantees
Effective: March 5, 2018 – DOE issued Weatherization Memorandum 029 on December 5, 2017, to remind WAP Grantees of upcoming Field Guide expiration dates. Since issuing the reminder, DOE created an electronic form for Grantees to use when submitting variance requests.

WPN 18-3: 2018 Poverty Income Guidelines and Definition of Income
Effective: February 21, 2018 – To provide Grantees with the 2018 Poverty Income Guidelines and Definition of Income for use in the Low-Income Weatherization Assistance Program (WAP).

WAP Memorandum 031: Allowable Use of Training Funds for the 2018 HPC National Home Performance Conference and Trade Show
Effective: February 12, 2018 – Attendance at this event is considered an allowable use of training and technical assistance (T&TA) funds by WAP network organizations.

WAP Memorandum 030: Allowable Use of Training Funds for Energy OutWest 2018
Effective: February 6, 2018 – The Department of Energy is a sponsor of Energy OutWest 2018 and attendance at this event is considered an allowable use of training and technical assistance (T&TA) funds by Weatherization Assistance Program network organizations. Representatives from the DOE WAP will be in attendance to give presentations and meet with WAP stakeholders.

WPN 18-1: Program Year 2018 Weatherization Grant Guidance
Effective: December 18, 2017- To issue grant guidance and management information for the Weatherization Assistance Program (Weatherization or WAP) for Program Year (PY) 2018 based on the following documents:
